I have a digital copy, .ISO file that needs to be made into a DVD5. I can change the .ISO file into MAIN.DAT, but I'm still missing the Control.dat and DDPID.dat files. Is there a way to extract those two files if all you have is the MAIN.DAT file?

When submitting a DVD5 for replication, you normally submit a DDP file (or CMF, which is almost the same thing). This will contain the Control.dat and DDPID files, which contain additional information about how the DVD is to be mastered. This information does not exist in a disc image.
If you do not wish to apply CSS or Macrovision, some replicators will accept just a disc image on DVD-R or hard drive, but there is potential for hardware and/or software errors.
DVDAE Mastering Edition can read and extract a VIDEO_TS folder from a disc image, and then use it to create a DDP folder or DLT tape for submission, with the region, CSS, and Macrovision options that you choose.

You should mount the ISO
You should mount the ISO file and create the tape image with DAE, so you'll get all the required files properly created.
