Hiding CC info

An incorrect CC file was MUXed into a TT on a DVD I'm working on. I am wondering if "hiding" the CC info from players would be as simple as changing the "CC for Line 21" flag in the VTS from "data present in GOP" to "no data"?

P.S. As a side question: the fact that the flag is at the VTS and not the TT level makes me wonder what happens if I author two TTs in a single VTS, one with and one w/o CC info.
